Prof.Herb Hays became acting President of TMSC, and Winnick Richardson Ececutive Secretary of TMSC at MSC, M'ville. KISR applied for membership and requested TMSC to act as its US agent. Unfortunately, the Arab-Jewish Boycott was particularly effective in New York banks during this period, and documents were probably sent by seamail causing delays as well as in receipt of equipment in Kuwait as in payment to such dealers as KahlSICO - which understandably tried anything to get their rightful dues. Also note the coincidences of acronyms "MSC" for 'Millersville State College', 'Marine Science Consortium' and 'Military Sealift Command' - and the presence of (at least) two W. Richardson-s at MSC involved in this mood-spoiling affair...:o]
