Dear Ralph,
Thank you for your letter, which sounded very reasonable to me; however, since the budgeting for time and equipment largely depends on your, Ted's and Doak's decisions I thought it would be easier to talk it over in Hawaii.
To fulfill your conditions as much as I can, I enclose a workplan and budget and I will ask my chairman to countersign it for approval, thus satisfying your third condition.
My plan is
1 - to combine (a) the requirement of "satisfying my committee that I can do creative research" and (b) to provide material that you can use in your report.
2 - to initiate my work for a Ph.D.
I think I can do this before September (see under contract, p.x)
Financing my research after expiration of the shoreline study contract and a portion of that before September may be done by SIO.

The enclosed proposal is much too general. I suggest that you be specific, and introduce your proposal with a concise statement of the aims and objectives of study of La Perouse Bay. Follow this with
a - a brief description of pertinent field and lab procedures (omit such items as Kuenen-type tumbling barrel) and
brief budget showing what you expect U of H to supply you with
signed DLI
Consequently, the remaining four pages of overgeneralized material were replaced by ">this statement which was subsequently signed by the Department Chair, Dr. E.W. Fager, on behalf of the guidance committee (Drs. Inman, Goldberg, McGowan and Shepard)
and sent to Dr. Mobley in mid-January.
