The Tonle Sap river, connecting to the Great Lake of the same name, joins with the majestic Mekong at Phnom Penh, after which the resulting stream bifurcates. Sea ships of average tonnage can sail up to Phnom Penh, a distance of 170 nautical miles.

I came across the above link regarding the Mekong River Basin Commission - established decades after this journey. From the MRBC report, I extracted some financial data:Donors-1 and Donors-2
highlighted in the graph below, which shows Denmark with US$16 million as the top donor in the 5 years 1994/8 (the MRBC Chairman is Danish), followed by Japan, the Netherlands, UN Agencies and Sweden with about $ 4 million each. I failed to see any direct contributions from the USA
